ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - March 1, 1999
ATTENDING Chairperson Pam Shillingford-Brown, Vice
Chairperson Craig Hannafin, Members Mike Burnley and Ginny Wright,
Township Manager Allen Heist.
The Chairperson called the meeting to order at 9:35 a.m. Minutes
from the February 1, 1999 meeting were approved.
ADMINISTRATIVE:
- Pam Shillingford-Brown has asked Craig Hannafin to take over as
Chairperson of the EAC due to her involvement with The Land Trust, and
that Pam would be Vice-Chairperson. Everyone was in agreement; the
change will be affective as of the April meeting.
- The Planning Commission Report - In response to Byers
Station, the construction of 155 single family residential
dwellings, 215 townhouse units, 240,000 square feet of commercial space,
10,455 linear feet of new road and 112 acres of open space located on a
287.4 acre tract in Upper Uwchlan Township, the Chester County Planning
Commission would like West Vincent and Upper Uwchlan Township to have a
joint meeting. The Planning Commission and the Board of Supervisors
agree that it would be very informational.
- Pam Shillingford-Brown spoke on behalf of the EAC in regards to
the Clegg property, which may require an amendment to our
new Zoning Ordinance to allow the voluntary vs. mandated placement of
conservation easements. The EAC recommended that the Board of
Supervisors pursue the amendment.
MAIL:
- The Office of the Chester County Engineer has applied for a
Transportation Enhancement Grant from the Transportation Efficiency Act
for an historic rehabilitation of County Bridge # 194 on Sheeder Mill
Road over French Creek in East and West Vincent Township.
- Correspondence was received from Delaware River Basin
Commission regarding a public hearing on Tuesday March 9, 1999, at
1:00 p.m. to receive comment on revisions to the special ground water
protected area.
- Castle Valley Consultants sent a draft proposal of study
for up-dating the Township's Act 537 plan for the Ludwigs Corner Area.
Mike Burnley made a motion to update the plan and Craig Hannafin
seconded the motion.
- St. Stephens Greene Water and Sewer-some problems with the
water meters.
- Morgan Bros. has asked to have their escrow money released; Allan
Greenwood is drafting a letter explaining why the escrow money cannot be
released.
- Wetherill Estate- The Township sent a letter to DEP on
March 30, 1998 regarding the approved public water supply permit. Allen
Heist was authorized to submit the letter advising DEP that the Township
will not accept dedication of the water system until this issue is
resolved. Tom Rice, an adjacent property owner to Wetherill Estate, was
present for discussion at the Board of Supervisors meeting.
REPORTS:
- Township Park/Township Building - The bids went out for an
architect, 4 bids were received. The bids will be reviewed by the
Township Engineer and the Board of Supervisors, and will be awarded on
Monday, March 8, 1999.
- Tot Lot - The EAC must decide on the playground system.
OLD BUSINESS:
- West Vincent Land Trust, Inc.-Will meet the first
Tuesday of every month at 4:15 p.m. at the Township Building. Pam
Shillingford-Brown informed the EAC of talks she had had with Eleanor
Morris, The French & Pickering Trust, regarding the Hadley
property
SUBDIVISIONS:
- Blancato/Myers - Submitted a preliminary subdivision plan
for two lots on their 9.88 acre property on Hilltop Road. The
preliminary plan will go out for review.
- The Hankin Tract - Preliminary (by-right) subdivision
review is extended to March 31, 1999.
- Exxon U.S.A.-Preliminary /final
subdivision plan still awaiting revisions by Exxon.
- Coscia - 4 Lot subdivision plan. The final plans are out
for review.
NEW BUSINESS:
- The Fox Hunters - The EAC sent a letter to the Board of
Supervisors stating their concerns in the matter of the riders and
hounds, the destruction of private property, and the recent incident at
the Liss property on Jaine Lane. They will also ask what the intent is
in resolving these matter; The EAC feels strongly about this issue and
wants this letter to be put on record.
The meeting was adjourned at 11:15 a.m. The next meeting will be
