ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - February 1, 1999
ATTENDING Chairperson Pam Shillingford-Brown, Vice
Chairperson Craig Hannafin, Members Mike Burnley and Ginny Wright,
Township Manager Allen Heist; Board liaison Zoe Perkins.
The Chairperson called the meeting to order at 9:35 a.m. Minutes
from the January 4, 1999 meeting were approved.
ADMINISTRATIVE:
- Zoe Perkins reported that Gene Richards was present at the Board
of Supervisors meeting asking for preliminary approval for the Romeo
Coscia subdivision plan. The Board granted preliminary approval to the
plan, which showed three lots sharing a common driveway and Lot 1
accessing Horseshoe Trail with a separate driveway.
- The HANKIN GROUP preliminary (by-right) subdivision
review is extended to February 23,1999.
MAIL:
- The EAC Network - EAC conference is on Saturday
March 13, 1999.
- St. Stephens Greene Water and Sewer-some problems with the
water meters. Morgan Bros. has asked to have their escrow money
released; Allan Greenwood is drafting a letter explaining why the escrow
money can not be released.
- Matthews Meadows-Matthews Meadows is in violation due to
algae in the lagoon ponds. The Township does not own this property so
this problem belongs to Matthews Meadows.
REPORTS:
- Township Park/Township Building - The Township has received
letters from Glenmoore and Eagle Youth Groups regarding their interest
in using the park. The park will be completed next fall. The contractor
has requested that a change be made to the park from wood chip path to a
stone base, which has been approved by the Board of Supervisors. The
barn has been secured with new windows. Mike Burnley will get a name of
an architect for the Board of Supervisors, since they have not hired one
yet.
- Trail Funding- Transport Bill passed; trail funding will be
available if needed.
OLD BUSINESS:
- West Vincent Land Trust, Inc. First meeting to
organize the Board and to draft a fund raising letter will be held
February 2, 1999 at 4.15 p.m.
SUBDIVIISIONS:
- Borst - No issues concerning the subdivision as
presented.
- Fasel - Waiting for revised sketch plan.
- The Hankin Tract - Stephen Aichele Esq. requested an
extension of the Hankin Group Preliminary (by-right) subdivision review
until February 23, 1999.
- Exxon U.S.A.-Extension agreement
extending review time to March 31, 1999.
- Coscia - Preliminary plan was approved.
- Davis Estate - Preliminary/Final Tier 1 subdivision plan
will be submitted to the Board of Supervisors in February.
NEW BUSINESS:
The meeting was adjourned at 10.45 a.m. The next meeting will be
