PLANNING COMMISSION MINUTES
January 21, 1999

ATTENDING: Vice Chairperson Kate Damsgaard, Members Wheeler Aman, Vince Kling, and Jean Warrick; and Township Manager Allen Heist.

Vice Chairperson Kate Damsgaard called the meeting to order at 7:35 p.m. The Hankin Group has requested they be removed from the agenda for tonight's meeting.

Motion by Vince Kling, seconded by Wheeler Aman, to appoint Jim Wendelgass as Planning Commission Chairman, Kate Damsgaard as Planning Commission Vice Chairperson, and Jean Warrick as Planning Commission Representative to Northern Federation for 1999; the motion carried unanimously.

The following correspondence was reviewed:

The Planning Commission members reviewed the Geoscience Services proposal to develop a hydrogeologic report and to review the Township code governing stormwater management and recommended that the Board does not pursue the proposal at this time.

Zoë Perkins was present to review a sketch plan for the Davis Estate, a 135-acre property located on the north and south sides of Davis Lane; Mr. and Mrs. Perkins are equitable owners of the parcel. The conservation subdivision shows the property divided into six lots ranging from 15 acres to 35 acres. Primary trails will be preserved and there will be no visual impact on Davis Lane. The applicant plans to submit a Preliminary/Final Tier 1 Subdivision Plan with Form B waivers in February. Supervisor Karl Brachwitz, Planning Commission Members and residents present commended Mrs. Perkins on the submission of a large lot plan and the special attention given to the preservation of rural amenities.

Gene Richards was present to review the revised Romeo Coscia preliminary plan and to request a recommendation to the Board of Supervisors for preliminary plan approval. Review letters were received from Fronefield Crawford, DEP, Ludwigs Corner Fire Company and Chester County Health Department noting outstanding issues have been addressed. Adjacent property owner, Mark Moskowitz, voiced his concerns regarding additional run-off onto his property. Mr. Richards will send a copy of the Coscia Water Balance Study to Mr. Moskowitz.

The revised plan shows four lots accessing a common driveway with a waiver request from Section 606.L. of the Subdivision and Land Development Ordinance to permit this arrangement. Planning Commission members were opposed to the waiver request and suggested Mr. Richards return next month with a revised plan showing either a private street (which will require a waiver from the street length) or two driveways off Horseshoe Trail to accommodate the four lots.

As a result of Mr. Richards' request for a recommendation to the Board, a unanimous motion was made by Vince Kling, seconded by Wheeler Aman, to recommend the Board reject the Coscia Preliminary Subdivision Plan, since the plan does not comply with the Township Subdivision and Land Development Ordinance.

Zoë Perkins informed the Planning Commission that the West Vincent Land Trust, Inc. has received formal notification of tax exempt status. A meeting will be held Tuesday, February 2nd to set goals for the Land Trust and begin fund raising efforts. The Township's 1999 budget has allotted $10,000 and a number of West Vincent residents have promised donations.
