The yearly reorganization meeting of the Board of Supervisors was called to order by acting Chairman, Solicitor Allan Greenwood, at 7:35 p.m. Others in attendance were Supervisors Kenneth Miller, Zoë Perkins, and Karl Brachwitz; and Township Manager Allen Heist. Mr. Greenwood asked for nominations for Chairman of the Board of Supervisors. Mrs. Perkins nominated Kenneth Miller as Chairman; it was seconded by Mr. Brachwitz and carried unanimously. The meeting was turned over to Chairman Miller. Mr. Brachwitz nominated Mrs. Perkins for Vice Chairman of the Board of Supervisors; the nomination was seconded by Mr. Miller and carried unanimously.

Monday Work Sessions - On the 1st, 3rd and 5th Mondays (except holidays) at 11:00 a.m.
Solicitor Greenwood noted the appointed office of Vacancy Board Member should read Vacancy Board Chairman. Motion by Mrs. Perkins to adopt the 1999 appointments (as amended), wages, and meeting dates and times as read by Mr. Brachwitz; it was seconded by Mr. Miller and carried unanimously. The Planning Commission will select a representative to the Northern Federation at their January regular meeting.
In other business, Mrs. Perkins made a motion to readopt the West Vincent Township Disaster Operations Plan; the motion was seconded by Mr. Brachwitz and carried unanimously. Mrs. Perkins moved to readopt the West Vincent Township Radiological Emergency Response Plan for incidents at the Limerick Generating Station; the motion was seconded by Mr. Brachwitz and carried unanimously.
Solicitor Greenwood read into the record Resolution #1-1999, establishing the real tax rate of .49 mills for general township purposes and .56 mills for debt service, totaling 1.05 mills. Motion by Mr. Brachwitz, seconded by Mrs. Perkins to adopt Resolution #1-1999; all in favor.
Solicitor Greenwood read into the record Resolution #2-1999, establishing the areas of responsibility for police, fire, rescue, and ambulance service in the Township. Mrs. Perkins made a motion to adopt Resolution #2-1999; it was seconded by Mr. Brachwitz and carried unanimously.
Solicitor Greenwood read Resolution #3-1999, setting 1999 compensation for Allen G. Heist, Township Manager, consistent with the Employment Contract of December 28, 1998 for the calendar year 1999. Mr. Brachwitz noted a five-cent difference between the Resolution compensation amount and wage listing; the wage listing will be changed to read $44,539.39. Motion by Mr. Brachwitz, seconded by Mrs. Perkins, to adopt Resolution #3-1999; all in favor.
As a result of changes to Act 50 of the 1998 General Assembly of the Commonwealth of PA, the Township is required to appoint a Tax Hearing Officer to hear and decide appeals regarding local taxes. Solicitor Greenwood read Resolution #4-1999, appointing Berkheimer Associates as the Township Tax Hearing Officer. Motion by Mrs. Perkins, seconded by Mr. Brachwitz, to adopt Resolution #4-1999; all in favor.
Solicitor Greenwood read Resolution #5-1999, which specifies the schedule of sewer user rates to be charged to customers of the West Vincent Township Sanitary Sewer System at St. Stephens Greene. While the monthly base rate for the capital reserve fund remains at $29.70, the sewer service charges were decreased to $73.88 per month. A motion was made by Mr. Brachwitz to adopt Resolution #5-1999; it was seconded by Mrs. Perkins and carried unanimously.
The Board received Castle Valley Consultants' Engineering/Planning Services Agreement for 1999. Solicitor Greenwood will review the document and submit comments prior to the January 11th Board of Supervisors meeting.
There being no further business, Mr. Brachwitz moved the reorganization meeting be adjourned; the motion was seconded by Mrs. Perkins and the meeting adjourned at 7:50 p.m.
