The meeting was called to order by Chairman Kenneth Miller at 7:35 p.m. and then turned over to manager Heist for consideration of the following:
ZONING ORDINANCE:
Section 1307C. (VCR Special Parking Standards)
Delete Section 1307C.
Section 2503B.2. and Section 2503C.1. (Establishment of
Development Rights Within Sending Zones)
Change references to Tier III to read Tier IV.
Section 2505C. (Maximum Development Capacity)
Discussion was held regarding increasing the sending zone and reducing
the maximum development capacity in the Kimberton Village and Village
Center Residential Districts. The Board will review further;
discussions will be resumed at the October 12th Board of
Supervisors regular meeting.
Section 1102A.5.a. (Horseshow Grounds)
Uses or events permitted by right (Section 1102A.5.a.) changed
to conditional use (Section 1102B.) when authorized by the Board of
Supervisors. Add a permit will be required for each event. The
Board will meet with Horseshow Association representatives on Monday,
October 19 at 11:00 a.m. to review this section of the ordinance.
SUBDIVISION AND LAND DEVELOPMENT ORDINANCE:
Section 610G.(Stormwater Management)
Revise the ordinance to require "no increase in the volume
of runoff discharged for a 2-year storm". Revisions will also
include runoff control standards during construction and stormwater
management plan content requirements. These revisions are based on
Sections 302-304 and Articles IV and V of the Northern Federation
Stormwater Management Regulations.
A public hearing to receive comments prior to adoption will be advertised for mid to end November, the date to be established at the October 12th meeting. The meeting was adjourned at 8:45 p.m.
