ENVIRONMENTAL ADVISORY COUNCIL
MINUTES - OCTOBER 5, 1998
ATTENDING: Chairperson Pam Brown, Members Mike Burnley
and Craig Hannafin; Township Manager Allen Heist; Board liaison Zoe
Perkins; and Planning Commission liaison Jim Wendelgass.
The Chairperson called the meeting to order at 9:35 a.m. Minutes
from the September 8, 1998 meeting were approved.
ADMINISTRATIVE:
Zoe Perkins mentioned the Board of Supervisors has signed an agreement
of sale on the Evans property, St. Matthews Road; settlement will be
prior to November 5, 1998. Relocation of the Township facility will
take approximately twelve to eighteen months. Jim Wendelgass suggested
the EAC consider recommending a perimeter equestrian trail to access
Conestoga Road; discussions regarding an equestrian trail and walking
path will be continued. A companion agreement of sale is currently
being reviewed by the Township Solicitor for an adjacent 2.4 acre lot in
Upper Uwchlan Township.
MAIL:
- Chester County Health Department - $25 coupon offer
for the first 400 residents who register and attend a free
backyard-composting workshop.
- DEP - Correspondence to the owners of the former
Glenmoore Mobil and Cullens Country Cupboard 2 regarding the on-going
investigation of soil and groundwater contamination in the area.
REPORTS:
- St. Stephens Greene: Both systems are operating
satisfactory. The Township Manager is investigating billing on a
contract basis.
- Matthews Meadows: A recent inspection report from
DEP showed the spray irrigation system working satisfactory; however,
log entries are incomplete.
- Wetherill Estates: Township Solicitor Allan
Greenwood has reviewed two proposed agreements, the first, an agreement
to connect the Rice property, Bartlett Lane, to the water system and a
draft purchase agreement with Philadelphia Suburban Water Company;
revised agreements are expected.
- A letter was received from Green Valleys Association requesting a
$1,000 contribution for the Implementation (Phase II) of the
Sustainable Watershed Management Program. Manager Heist will
review the original Northern Federation agreement. Robert Canace,
Township Hydrogeologist with Geoscience Associates, will submit an
opinion letter on the watershed program. In a prior meeting with John
Hoekstra, Green Valleys Association and Thomas Cahill, Cahill
Associates, it was suggested a water supply model be prepared for the
Hankin Tract or Ewing Tract.
- The Municipal Park Bid was awarded to Greenway
Services, Inc. on September 14, 1998; Phase I, grading and seeding of
the soccer field and baseball field, is scheduled to be completed in
October, 1998 and Phase II, parking lot, access road, paved play area
and trails, to be completed Spring, 1999.
- In response to a memorandum from the EAC requesting the Board of
Supervisors to pursue dedication of the Springlea Trails,
the Board has advised the EAC they will pursue trail dedications when
the West Vincent Land Trust is organized. The Land Trust will carry out
the conservation and preservation activities and policies of the
Township such as: monitoring easements, educational resource, accepting
trails and land, land preservation, and compiling a list of interested
sellers/buyers of development rights. Application has been made for tax
exemption status designation and incorporation of the West Vincent
Township Land Trust, Inc.; the application should be processed
by the end of October.
OLD BUSINESS:
- The EAC, Planning Commission, and Board of Supervisors will hold a
joint work session on Wednesday, October 7, 1998 at 7:30
p.m. to review the Zoning Ordinance and Subdivision and Land Development
Ordinance public hearing comments. This is anticipated to be the final
joint meeting; a public hearing prior to adoption is likely.
- A Zoning Hearing continuance has been requested to consider the
application of Nextel Communications. The applicant is
considering the Allan Wills property, on the eastside of Pottstown Pike,
for construction of a monopole tower. If the tower location is changed,
a new application will be submitted.
- A hearing will be held Monday, October 12, 1998 at 7:30 p.m. on
the conditional use application from Keith S. Taylor to
use a twelve acre parcel at 1303 Hilltop Road for a commercial stable
operation.
SUBDIVISIONS:
- The next Hankin Group hearings for a conditional use
in conjunction with a proposed zoning ordinance amendment are scheduled
for tonight and Wednesday, October 21, 1998 at 7:00 p.m. at the Township
Building. Water supply, sewage (a community system to serve the
development versus an expanding system to serve the Ludwigs Corner area)
and density are critical issues for the EAC.
- Review letters on the Romeo Coscia preliminary subdivision
plan were received from the Chester County Planning Commission
and Castle Valley Consultants. The EAC recommends the applicant submit
the required site analysis plan. Concerns were expressed regarding the
sight distance for the two proposed driveways along Horseshoe Trail; the
EAC recommends the plan be revised to show three lots and one
access.
- The Chester County Planning Commission and Castle Valley
Consultants reviewed the Conestoga Villa (Dunworth/Ordway)
sketch plan identifying potential issues that should be addressed prior
to submission of a preliminary plan. The EAC recommends the applicant
submit a site analysis plan; also, members do not recommend granting a
waiver from open space requirements.
- A preliminary subdivision plan for the George Borst
Estate property on Black Horse Road was reviewed. The plan shows 13.44
acres in the RC zoning district, divided into two residential lots
consisting of 7.421 acres and 5.715 acres; on lot water and sewer are
proposed and a shared driveway provides access to the lots.
A formal celebration will be held on Tuesday, October 6 at 1:30 p.m.
to recognize Mr. and Mrs. Lewis Pyle, 954 Fellowship Road, who have
donated development rights to the Chester County Land Preservation
Program.
The purchase of trail easements and Phase III of the Township Park
will be submitted to the Board as budget requests for 1999.
The meeting was adjourned at 11:05 a.m. The next meeting will be
