Combined workshop for update of Zoning and Subdivision Ordinances

PLACE OF MEETING: Township Building meeting room
TIME OF MEETING: 7:30 p.m.
PURPOSE OF MEETING: Workshop meeting to discuss proposed changes to draft ordinances

The meeting was called to order at 7:45 p.m. by Vice-Chairperson Zoe Perkins and then turned over to Manager Heist for consideration of the following:

Zoning Map
Rezone five parcels (#6-56, 57, 57.1, 57.2, 57.3) on north side of Black Horse Road west of Rt. 100 from RC to R-2.
Whole RC District area east and west sides of Rt. 100 will be rezoned to R-2.

Delete Ewing tract as a Receiving Zone for Transferable Development Rights.
Will remain as is.

Eliminate or revise Rt. 100 "Bypass" location.
Will remain as is.

Include McCabe and Zarichniak properties in Village Center Commercial district (or increase amount of commercial/office use allowed in VCR district).
Increased commercial/office use under 1305B.3.(VCR).

Expand "Birchrunville Village" district boundaries to coincide with Birchrunville Historic District boundaries.
Will remain; all villages to be reconsidered at a later date.

Expand PC/LI District to include Wills' properties.
Will be expanded.

Subdivision and Land Development Ordinance
402A. (Sketch Plan)

Waive Township review fees to encourage submission of sketch plans.
Will be waived.

403B.3., 503B.3., 603B.3. (Conditional Uses - RC, R-3, R-2)
Revise to permit as a Special Exception or prohibit "Boarding Stables" in the RC, R-3 and R-2 Districts.
Denied.

403F.3. (Five-step Design Process)
Revise for consistency with Section 703B.3. (i.e.-include trails in the process of aligning streets).
Will be revised.

403I.5. (Traffic Impact Study)
Revise per TPD letter of 6/3/98.
Will be revised.

403I.5.a. (Traffic Impact Study)
Revise thresholds for conducting traffic impact studies.
Will be revised to read: (1). The plan proposes a development which will serve twenty-five (25) or more units. (3). Any proposal which will generate a potential of two hundred fifty (250) or more trips per day, . . .

405G., 505G., 605G. (Maximum Height - RC, R-3, R-2)
Limit accessory structures, except accessory farm structures to 25 feet.
Will be revised as above, adding after accessory farm structures, "not including silos".

607A.8. (Sewerage)
Add provision requiring that any sanitary sewage system be designed and constructed so as to avoid any effluent from spilling or seeping onto adjacent properties.
Will not be added.

610G. (Stormwater)
Revise to require "no increase in the volume of runoff discharged for a 2-year storm".
Will be revised.

611E.6. (Streets)
Increase turning radius at all intersections to 30 feet per Castle Valley memos of September 8.
Will remain as is, standards will be added regarding center planting island.

611E.7. (Streets)
Revise to allow Board of Suprvisors to require reverse frontage lots or parallel streets on arterial or "scenic roads".
Will be revised.

611H.1. (Alleys & Service Streets)
Revise to allow alleys in subdivisions for single-family detached residences.
Will be revised.

615C.2. (Fee-In-Lieu of Open Space)
Add provision indicating any fees estblished shall be payable prior to issuance of building permits.
Will be added.

1001G. (Additional Regulations for Land Developments)
Revise to allow streets carrying non-residential traffic to extend or connect to residential streets.
Will be revised.

1306A.11. (VCR)
Reduce minimum setback from existing roads.
Will be reduced to fifty (50) feet.

2704G. (Administration)
Add "erosion and sedimentation control plan, stormwater management plan, well and sewer permits" to information required with submission of building permit application.
Will be added.

The next meeting is scheduled for October 7 at 7:30 p.m. The meeting was adjourned at 9:35 p.m.
