Chairman James Wendelgass called the meeting to order at 7:40 p.m. The following correspondence was reviewed:
The Planning Commission received revised copies of the Federation
of Northern Chester County Communities Sustainable Watershed Management
Program Draft Stormwater Management Ordinance.
Copies of the PA 100 Corridor Study (DVRPC,
January 1998) Highlights were distributed. The overview
addresses transportation and land use conditions in the immediate
vicinity of the 13 mile long study corridor through central Chester
County and contains an abbreviated financial analysis. Endorsement
of the Study was tabled until the March meeting.
Members reviewed correspondence from Fronefield Crawford, Randall
Arendt, and Craig Kologie regarding an alternative three-tier
concept presented at the work session. The Planning Commission
decided to adopt the tier approach as presented
in the ordinance draft with the following considerations:
A motion was made by Vince Kling to recommend the West Vincent
Township Zoning Ordinance and Subdivision and Land
Development Ordinance as drafted, to the Board of Supervisors.
The Planning Commission will continue their review of the documents
to resolve any inconsistencies that are seen and will work with
the Board of Supervisors and staff to identify necessary changes
to achieve documents that are consistent. The motion was seconded
by Wheeler Aman and unanimously approved.
Outstanding ordinance issues to be discussed at future work sessions include:
A progress report and work schedule was received from Geoscience
Services, the firm evaluating the potential hydrologic impact
of the proposed diversion of spring water by Michael and
Janet Polay. Oral argument was held January
28, 1998; summary statements of the Board's and Township administration's
position were received from Township counsel Fronefield Crawford
and Edward Foley.
A copy of the Exxon Company, USA, West Vincent Township
Zoning Hearing Board decision was received.
The Planning Commission reviewed the conditional use application of Michael and Dawn Wozniak to use their property, located at 976 Pottstown Pike, for a Home and Garden Center. Issues of concern included stormwater management and signage.
Vince Kling reviewed the Robert B. Kling Subdivision Plan,
his brother's property on Bartlett and Green Lanes. The plan
shows 128 acres divided into eight lots ranging from 10.65 acres
to 26.12 acres. Two shared driveways are proposed to provide
access. As the development process progresses, consideration
will be given to designating the center section of the property
(including the pond area) as an open space easement area; a trail
may be added, contingent upon the new owners.
The Planning Commission reviewed correspondence from the Township Engineer regarding the George Robinson Jr. Sketch Plan and concurred with the following findings:
The minutes from the January 15, 1998 meeting were unanimously
approved with a motion from Vince Kling and second from Wheeler
Aman. The meeting was adjourned at 10:10 p.m.
